POST/v1/keys/self/verify/resend

Auth	An API key, as `Authorization: Bearer snk_…` or `?api_key=snk_…`. Not metered: it draws no quota and no credit. Needs a full key; a browser (`maps`) key is refused.
Price	Not metered: no quota, no credit.

What it does

Sends the calling provisional key a fresh verification mail: a new 6-digit code (the previous code stops working at once) and a new link (earlier links keep working until the key is confirmed; each only confirms this key). At most one code a minute and identity::MAX_KEY_CODE_RESENDS_PER_KEY_PER_HOUR an hour per key, and every mail is spent from the same per-network and per-address verification-mail budgets as POST /v1/keys, so this is no new way to fill an inbox.
